In a saucepan, melt the butter over low heat and whisk in the flour.
Turn the heat up to medium and add the garlic, milk, salt, and pepper.
Bring to a low boil. Stirring continually.
Then, add the Parmesan cheese and stir until sauce is mixed well and is smooth and creamy.
Serve over cooked pasta or enjoy as a dip with bread sticks.
